Corporate Training Program Application

Introduction
Providing the pedestrian and the road user with safe travel through a work zone and providing the roadway worker with the knowledge and skills to work and move safely in a work zone is a challenging task. By focusing on our philosophy that "Safer Roads Save Lives", the ATSSA Roadway Safety Training Institute (RSTI) has developed a program that enables organizations to deliver high quality training at their own sites, and on their own schedules and with a low cost structure. This program ensures the continuity of standardized training in which we take great pride and one in which you can place your full confidence.

Association Background
ATSSA began in 1969 when members of a few barricade rental companies gathered in Chicago to discuss ways in which they could work together to upgrade the industry and improve business opportunities. The organization was formalized in 1969 as the American Traffic Services Association (ATSA). 1n 1988, the association's name changed to American Traffic Safety Services Association (ATSSA) in order to better describe the full scope of services and activities of the association. ATSSA is governed by an elected board of directors charged with the responsibility for setting association policy. The Operating Committee, also elected, establishes and coordinates the on-going activities of ATSSA through standing committees and task forces.

Association Experience
As a nationally recognized leader of roadway safety training and certification programs, the American Traffic Safety Services Association maintains relationships with representatives from various government and private agencies such as the Federal Highway Administration, State Department of Transportation's, NCHRP 20-58 (F-SHRP, Panel 2), AASHTO W-2 Safety Task Force, FHWA Work Zone Senior Working Group, city, county officials and various consulting groups.

ATSSA participates in leadership roles on the Executive Committee of the National Committee of Uniform Traffic Control and Devices and is a member of the A3C04 Committee (Construction and Maintenance Committee of the Transportation Research Board), and the AASHTO, AGC, ARTBA Task Force 13.

Participation in these groups enables ATSSA to constantly upgrade its course content to reflect the latest in principles and practices in the field.

Purpose of the Corporate Training Program
Provide a training program for organizations that enables them to receive a license for the ATSSA work zone training programs for use within their company.

Program History
The ATSSA Corporate Training Program was originally developed to afford ATSSA members the opportunity to license ATSSA's high quality work zone training programs for use in their own companies. This program was piloted with an ATSSA member company. Adjustments were made to the program based on that experience. There is a standard set of requirements that a company must satisfy to become eligible for consideration as a participant in the Corporate Training Program. Quality control requirements are included in order to ensure the integrity and continuity of the training courses. To maintain the highest quality of training, ATSSA also established requirements for Corporate Training Program instructors and administrators of the program. Due to the success of the pilot program, the ATSSA Board of Directors has elected to open the Corporate Training Program up to any organization that meets the eligibility requirements.

Will be determined once all responsibilities and duties are agreed upon.

How the Program Works
ATSSA Responsibilities

1. The current American Traffic Safety Services Association Chief Instructor will travel to the company to train a specific number of qualified instructors in identified training programs. - or they can come here.
2. Provide the Corporate Training partner with course materials, Power Point presentations on CD-ROM, photos to be incorporated into the presentations on CD-ROM and electronic versions of all course materials.
3. Provide the Corporate Training partner with electronic versions of all course content revisions and updates as they occur.
4. Review all course materials.
5. Enter all Corporate Training Program student information received by the CTP instructor into the ATSSA database.
6. Conduct standard verification procedures on certification applications and notifications when certifications are due to expire.
7. Allow the Corporate Training Program Instructor to proctor re-certification examinations at a normal published fee per student.

Participation Requirements

1. ATSSA membership dues must be paid in a timely manner.
2. The company agrees not to contract with any other resource to provide Traffic Control Technician, Traffic Control Supervisor or Flagger Instructor Training relating to company employees.
3. The company will schedule and provide ATSSA Traffic Control Technician, Traffic Control Supervisor and Flagger Instructor Training courses as needed.
4. The company agrees to exclusively endorse ATSSA training.
5. The company agrees to provide a safe environment for training courses that complies with the Americans with Disabilities Act.
6. The company must provide the equipment necessary to instruct training courses i.e., laptop, LCD projector and any other associated devices.
7. The company must coordinate and pay for the Trained Instructors to attend the annual two-day ATSSA Master Instructors meeting. This meeting is normally held the first or second week of July.
8. The company will pay ATSSA a royalty fee for each student trained and a certification fee for each student that is certified.

Administrative Requirements

1. The company will print all course materials or purchase materials from ATSSA. ATSSA must approve all printed materials.
2. The company will schedule and provide training courses.
3. The company will coordinate all related logistics associated with scheduled training courses.
4. The Corporate Training Program instructor will grade student examinations and forward the pass/fail information to employees.
5. The company will provide their trained employee with a certificate of completion for training course attended.
6. The company will forward all training course rosters and graded examinations to ATSSA headquarters.
7. The company agrees to assist the employees that are qualified to become certified as an ATSSA Traffic Control Technician, Traffic Control Supervisor in the completion of their certification application and further agrees to forward application and certification fee to ATSSA headquarters.
8. The company agrees to provide each student with an application for continuing education units.
9. The company must include the ATSSA logo in all course materials and promotional items. ATSSA must approve all materials.
10. The company must pay all fees/royalties within 30 days of training course completion.

Quality Control Requirements

1. Only approved Corporate Training Program instructors will present ATSSA courses.
   Company will immediately and accurately update all materials upon their receipt from ATSSA.
2. Company will retain a training log of all students.
3. Company will require each student to complete a course evaluation.
4. Company will forward completed course evaluations to ATSSA headquarters.
5. ATSSA will periodically independently evaluate students.

Instructor Requirements
QUALIFICATIONS
Civil engineering degree or equivalent experience, Minimum 5 years of work zone temporary traffic control experience, Some teaching experience, Pass ATSSA's TCT and TCS training courses with a 90% or greater.

SKILLS
Good communication skills, Proficient with Microsoft Office software (especially PowerPoint) and the ability to adjust lecture to the level of audience.
