Final rule issued for accessibility of pedestrian facilities in public right-of-way Final rule issued for accessibility of pedestrian facilities in public right-of-way Pam / Tuesday, August 8, 2023 0 2296 Article rating: 4.0 The Architectural and Transportation Barriers Compliance Board (Access Board) today issued its final rule providing minimum guidelines for accessibility of pedestrian facilities in the public right-of-way, known as PROWAG. These final guidelines have been long awaited, in particular by state and local governments that have sought them for more than 30 years. The final rule for PROWAG was published in the Federal Register and is effective Sept. 7. Once adopted, the guidelines “would ensure that facilities used by pedestrians, such as sidewalks and crosswalks, constructed or altered in the public right-of-way by federal, state, and local governments are readily accessible to and usable by pedestrians with disabilities,” according to the posting. NCUTCD summer meeting provides traffic signals, VRU, MUTCD updates NCUTCD summer meeting provides traffic signals, VRU, MUTCD updates Pam / Wednesday, July 26, 2023 0 6912 Article rating: No rating The National Committee on Uniform Traffic Control Devices (NCUTCD) summer meeting addressed a variety of topics including traffic signals and vulnerable road users and provided an indication that work is progressing on the updated Manual on Uniform Traffic Control Devices (MUTCD). In May, ATSSA President & CEO Stacy Tetschner sent a letter to Federal Highway Administration Administrator Shailen P. Bhatt urging the FHWA to publish the updated MUTCD by the May 15 deadline set forth in the U.S. Code. Tetschner acknowledged the "tremendous amount of work” needed to update the MUTCD but said he wanted to “stress how vital it is that this statutory deadline is met.” Toward the end of the summer meeting of the NCUTCD, also referred to as “the National Committee,” federal officials made reference to August, suggesting work on the final rule is moving forward. That was one of the key discussion points today during an ATSSA Town Hall on the “Economic Impact of the Infrastructure Package on ATSSA Member Companies.” ATSSA Vice President of Engagement Nate Smith and Kathy Ruffalo, president of consulting firm Ruffalo & Associates, reviewed the funds expected through different programs, the steps to get them accessible and when the first money can be expected. Senate EPW Committee passes safety-focused highway bill Senate EPW Committee passes safety-focused highway bill Pam / Wednesday, May 26, 2021 0 7461 Article rating: 5.0 The Senate Environment and Public Works (EPW) Committee today unanimously passed the Surface Transportation Reauthorization Act of 2021 (STRA), its proposal to reauthorize the expiring highway program. The proposed legislation, which was crafted in a bipartisan manner, funds surface transportation programs at $304 billion over five years, which is a 34% increase over current funding levels. This funding includes historic funding levels for the Highway Safety Improvement Program (HSIP), $16.8 billion over the five-year period, which is a nearly $2 billion increase over current funding levels. ATSSA worked hard to ensure that funding levels for HSIP were as high as possible and then continued to work to insert additional safety provisions and funding in other programs throughout the legislation. Tom O’Halleran (D-Ariz.) and Rep. Bruce Westerman (R-Ark.) introduced H.R. 2481, the High Risk Rural Roads Safety Grant Program Act, in the U.S. House of Representatives. The bipartisan proposal, which is strongly supported by ATSSA, would direct federal roadway safety infrastructure funds to locally owned rural roads. The fatality rate on rural roads is two times greater than on non-rural roads, according to U.S. Department of Transportation (USDOT) statistics. Additionally, local governments generally do not have the resources needed to make critical, lifesaving roadway safety infrastructure investments. H.R. 2481 would create a $600 million competitive grant program that local governments could apply for, with the federal grant being funded at 100%. A specific $100 million set-aside is also included for tribal road safety. In addition to ATSSA, the American Highway Users Alliance, American Society of Civil Engineers (ASCE), National Association of Counties (NACo), National Association of County Engineers (NACE) and the National Association of Development Organizations (NADO) endorsed the legislation.
