Earlier this afternoon, President Biden announced that an agreement on a $1.2 trillion infrastructure framework had been made between the White House and members of the Senate from both parties. This bipartisan plan lays out an additional $579 billion in new spending, with $109 billion allocated towards roads, bridges and major projects and another $11 billion marked for safety.

Two reports this month offer stark reminders of the risks of highway work zones and the importance of roadway safety.

Today, we look at results of a survey of highway workers regarding work zone incidents and the issues contractors identified as key to improving safety for employees in work zones.

The Associated General Contractors of America (AGC) and HCSS Software Solutions surveyed highway contractors on their experiences with respect to work zone safety in 2020. Their 2021 Work Zone Awareness Survey Results, which included responses from 292 firms, found that 60% of contractors reported at least one motor vehicle crash in their work zone.

One of the ways members of Congress shine a light on a specific issue is through the formation of congressional caucuses. Reps. Chris Pappas (D-N.H.) and Bruce Westerman (R-Ark.) have done exactly that in creating the bipartisan Congressional Road Safety Caucus this year.

One of the first steps came on April 14, when Reps. Tom O’Halleran (D-Ariz.) and Bruce Westerman (R-Ark.) introduced the High Risk Rural Roads Safety Grant Program Act in the House. The Act would create a new competitive grant program for local jurisdictions and tribal nations to focus federal funding on rural and tribal road safety projects.

Funded at $600 million annually, this proposal would give a needed boost to targeting safety challenges on these rural and tribal roadways.

Other roadway safety proposals are also being considered on Capitol Hill.

Early this morning, the House Transportation and Infrastructure (T&I) Committee passed a five-year, $548 billion surface transportation authorization proposal out of committee, mostly on a party-line vote.

Two Republican members of the committee, Rep. Brian Fitzpatrick (R-Pa.) and Resident Commissioner Jenniffer González-Colón (R-Puerto Rico), crossed over and voted with the Democrats. The legislation, named the INVEST in America Act, passed out of the committee after a marathon session that began Wednesday morning and finished around 5 a.m. today. Both Democrats and Republicans offered hundreds of amendments during the process.

This proposal includes funding titles for highways – including roadway safety infrastructure, bridges, transit and passenger and freight rail. By and large, the legislation and the process were derided as partisan by Republican committee members.

Democratic leaders of the House Transportation and Infrastructure Committee on Friday released their five-year, $547 billion surface transportation reauthorization proposal, named the INVEST in America Act (identical to the name of their package last year, which failed to become law). This package includes funding titles for highways – including roadway safety infrastructure, bridges, transit and passenger and freight rail.

The legislation was unveiled without Republican support; Republicans had released their own version, dubbed the STARTER 2.0 Act, in May.

The Senate Environment and Public Works (EPW) Committee today unanimously passed the Surface Transportation Reauthorization Act of 2021 (STRA), its proposal to reauthorize the expiring highway program.

The proposed legislation, which was crafted in a bipartisan manner, funds surface transportation programs at $304 billion over five years, which is a 34% increase over current funding levels. This funding includes historic funding levels for the Highway Safety Improvement Program (HSIP), $16.8 billion over the five-year period, which is a nearly $2 billion increase over current funding levels.

ATSSA worked hard to ensure that funding levels for HSIP were as high as possible and then continued to work to insert additional safety provisions and funding in other programs throughout the legislation. Now our team will work to ensure these advocacy successes remain in the package as it winds its way through Congress this summer.

The bipartisan Surface Transportation Reauthorization Act (STRA) released Saturday by the EPW Committee represents a 34% increase over current spending levels.

The legislation represents a bipartisan effort in the Senate to pass a long-term highway reauthorization before the current extension of the law expires Oct. 1. The EPW Committee is expected to consider amendments and vote on the proposal on Wednesday.

FREDERICKSBURG, Va. (May 20, 2021) – Sen. Mark Kelly (D-Ariz.) and Sen. Richard Burr (R-N.C.) today introduced legislation known as the “High Risk Rural Roads Safety Act of 2021.” The bipartisan proposal would increase funding for the Highway Safety Improvement Program (HSIP) and create a $750 million HSIP set-aside directed solely for safety projects on high-risk rural roads, with $150 million of that directed to tribal lands.

The American Traffic Safety Services Association (ATSSA) endorsed the bill that would ensure safety becomes a priority for locally owned rural roads in order to address the significant safety challenges in rural America.

Republican members of the House Transportation and Infrastructure Committee, led by Ranking Member Sam Graves (R-Mo.), today released their version of a transportation reauthorization ahead of likely Committee action in early June. The language, which is narrower in scope than the House-passed transportation bill last year, would spend $400 billion over five years on federal-aid highway projects, an increase of 32% over current funding levels.

Dubbed the Surface Transportation Advanced through Reform, Technology & Efficient Review Act 2.0 (STARTER Act 2.0), the legislation includes increases to the Highway Safety Improvement Program (HSIP).
